Egypt is singled out because its agriculture depends on the Nile's flood cycle rather than seasonal rainfall, so the threat of withheld rain (v. 17) would carry no force against it. The punishment is therefore adjusted to the plague of vv. 12–15. The Hebrew of this verse contains a grammatical difficulty with the negative particle lo', which led the LXX translators to omit it; the majority of interpreters follow a reading in which Egypt still receives the plague, not exemption. The theological irony is profound: Egypt, Israel's great historical oppressor, is invited to participate in Sukkot — a feast rooted in the very Exodus from Egypt — on equal terms with all nations or face judgment.
