Ἐξήγειρά σε ("I raised you up") renders the Hebrew הֶעֱמַדְתִּיךָ from Exodus 9:16 — literally "I caused you to stand, I positioned you." The LXX uses ἐξεγείρω, which carries the sense of being summoned or brought onto the stage of history. The force is not merely that God tolerated Pharaoh but that He deliberately installed him in that historical role — Pharaoh was a vessel of divine purpose even in his defiance.
