βιβλίον denotes a papyrus scroll — not a modern codex book — and in the first-century Roman world, formal legal documents such as wills, deeds, and title-claims were sealed with wax and multiple witness-seals. Jewish readers would immediately hear Ezekiel 2:9–10, where the prophet receives a scroll written on both sides with lament and mourning. The seven seals mark this as the most solemn legal document imaginable, awaiting one with the legal standing and authority to break them open.
