The twelve foundation stones consciously echo the twelve stones of the high priest's breastplate (חֹשֶׁן, khoshen; Exodus 28:17–20), though not in identical order. The breastplate bore the names of the twelve tribes over the priest's heart as he entered the Holy of Holies—now those same stones form the eternal foundations of the city that is itself the Holy of Holies. All priestly intercession has been built permanently into the structure of the new creation.
