ὄρη is "mountains," not the Greek for "hills" (βουνοί). While Rome's famous seven hills (colles) are technically hills, Yochanan's deliberate choice of ὄρη elevates the imagery into the cosmic-political register of apocalyptic literature, where mountains symbolise kingdoms (Dan 2:35, 44–45; cf. Isa 2:2). The "wisdom-call" formula here (ὧδε ὁ νοῦς ὁ ἔχων σοφίαν) is identical to Rev 13:18, structurally bracketing the whole Beast section with the same demand for discernment over fascination.
