The explicit identification of the woman as "the great city" resolves the vision's symbolism within its first-century context — Rome, the city on seven hills that held imperial sway over the known world. Yet the typological register deliberately keeps the identification open: any city, empire, or system that seduces the nations through spectacle and wealth while devouring the faithful steps into Babylon's role. The image stretches from Babel (Gen 11) through historical Babylon through Rome and onward, until the city of God finally displaces the city of the beast (Rev 21–22).
