צִיִּים (*tsiyyim*, 'desert-dwellers') — literally 'those of the dry/desert places,' referring to nomadic peoples of the wilderness margins. The parallel with 'his enemies' confirms a human referent rather than wild animals. 'Lick the dust' (עָפָר יְלַחֵכוּ) is an idiom for utter subjugation (cf. Mic. 7:17; Isa. 49:23) that deliberately echoes the curse on the serpent in Genesis 3:14 — a typological signal that the king's dominion begins to undo what the serpent wrought. FOG uses 'desert-dwellers' for the more literal rendering; FOG Message uses 'desert tribes' as the more familiar English idiom.
