The title *rōkēb bāʿărābôt* — "Rider on the [desert-plains / clouds]" — is the psalm's most explosive phrase. The Hebrew word *ʿărābôt* ordinarily means "steppe/desert" but here almost certainly echoes the Ugaritic divine epithet *rkb ʿrpt* ("Rider of the Clouds"), the title of the storm-god Baal attested throughout the Ras Shamra texts. By seizing this title for YHWH-Elohim and anchoring it to the most ancient divine name *Yah*, the psalmist makes a thunderous theological declaration: the God of Israel — not Baal — is the true Master of storm and sky. *Sōllû* ("cast up / build a highway") is a road-construction term, envisioning YHWH's triumphal procession. FOG renders the Ugaritic epithet directly as "Rider on the Clouds"; FOG Message uses the same imagery but allows the cosmic resonance to carry the verse forward.
