The participle *mechin* ('who establishes') is timeless β describing YHWH's ongoing sovereign activity as Creator, not merely a past act. Mountains in ancient Near Eastern cosmology were the pillars of the cosmos and the dwelling places of the gods; YHWH's power over them asserts His supremacy over all rival claims. *Ne'ezar bigvurah* ('girded with might') is a warrior image: YHWH buckles on heroic strength as a soldier belts on armour, linking creation power with the covenant-battle power of vv.7β8. FOG and FOG Message are close here, both preserving the participial flow as the verse runs into the next.
