The image is deliberately and precisely priestly: the anointing of Aharon (Lev. 8:12) was the act that consecrated the entire Aaronic line for holy service. Oil cascading *yored* ("running down") from head to beard to collar is a picture of sacred blessing that cannot be contained — abundance overflowing its source. The phrase *al-pi midotav* (lit. "upon the mouth/opening of his proportions/measurements") is linguistically contested: *pi* means "mouth" or "opening" and *midot* means "measurements," together most naturally pointing to the neckline or collar-opening of the priestly vestments. Both FOG and FOG Message render this "collar of his robes," which is the most defensible reading (cf. ESV, NRSV), preserving the sense of oil saturating the entire priestly person from crown to hem.
