The 'upper chambers' (*aliyyotav*, עֲלִיּוֹתָיו) are the celestial storeys of YHWH's cosmic palace, its rafters (*meqareh*, מְקָרֶה — literally 'the one who sets beams') resting on the heavenly ocean above the dome (cf. Gen. 1:7; Ps. 148:4). The cloud-chariot (*merkavah*) imagery connects to the divine-warrior tradition (Deut. 33:26; Ps. 68:4) and the theophanic chariot of Ezekiel 1, birthing later Jewish *merkavah* mysticism. To walk on 'the wings of the wind' pictures YHWH as utterly sovereign over the very forces that overwhelm mortals.
