Folly occupies the same *meromei qaret* (heights of the city) as Wisdom in v.3 — but her posture reveals everything. Wisdom *sends out* her servants and *goes* to call; Folly merely *sits* — passive, stationary, waiting to snatch whoever stumbles past. The word *kisse* (כִּסֵּא, 'seat') is the standard Hebrew word for a throne or seat of authority, lending Folly a grotesque parody of queenly dignity — a mock-sovereign who has built nothing and rules only over ruin. FOG renders the geography plainly to let the contrast with v.3 speak for itself; FOG Message uses 'enthroned' to heighten the bitter irony of Folly's counterfeit authority.
