*Atsel* ('sluggard/lazy one') is a recurring Proverbs character — not merely inactive but self-blocked, creating obstacles that do not actually exist (cf. 26:13, 'There is a lion in the road!'). *S'lulah* ('levelled/raised/built up') describes a constructed causeway — the root *salal* is used of engineered roads cut through difficult terrain. The lazy man faces an imaginary jungle; the upright walks an engineered road. FOG: 'levelled highway'; FOG Message: 'clear and open highway' — the same road, seen from different angles.
