The phrase *bidvar Bilam*—'by Bilam's word/counsel'—is a stunning retrospective. Numbers 24–25 never explicitly named Bilam as the architect of the Peor seduction; it is only here that Moshe connects the dots, later confirmed in Revelation 2:14, which speaks of 'the teaching of Balaam who taught Balak to put a stumbling block before the sons of Israel.' The Peor apostasy had cost twenty-four thousand lives in a plague (Numbers 25:9); Moshe's fury is therefore not mere anger but grief-saturated indictment. FOG names the site *Ba'al-Pe'or* (its full cultic name, honouring the Baalistic context of the seduction); FOG Message uses 'Peor' for narrative pace while the footnote supplies the cultic weight.
