The command *p'qod et-kol-adat b'nei Yisra'el* ("muster all the congregation of the sons of Israel") is a near-verbatim echo of Numbers 1:2, deliberately bookending the wilderness generation. The second census signals that YHWH's judgment is complete and a new army stands ready to inherit. The census is not mere bureaucracy — it is covenant renewal through counting. FOG retains *b'nei Yisra'el* ("sons of Israel") for its covenantal register; FOG Message renders it as "the entire Israelite community" for natural readability.
