The phrase *זָבַת חָלָב וּדְבַשׁ* (*zavat chalav u'devash*, "flowing with milk and honey") is the covenant language Yahweh first used to Moses at the burning bush (Ex. 3:8, 17). The scouts are, in this moment, confirming the divine promise with their own eyes. Their catastrophic failure follows immediately with the adversative *אֶפֶס* (*efes*) in v.28—a word meaning "nothing" or "end," used here to attempt the cancellation of the very promise they have just confirmed.
