*Seganim* (סְגָנִים) is a Persian-era administrative term for district prefects or appointed officers, borrowed into Hebrew from Akkadian *šaknu* ('appointed one'). Their appearance alongside *horim* ('nobles') and *kohanim* ('priests') reflects the tripartite leadership of the post-exilic community: civil, sacerdotal, and administrative. Nehemiah's silence before all three groups underlines his solitary sense of divine mandate—he has received a commission he has not yet shared. FOG retains *seganim* and *kohanim* in transliteration to honour their historical specificity; FOG Message renders both as 'officials' and 'priests' for accessibility.
