"Hitmōgāgū" (הִתְמֹגָגוּ) — "the hills dissolve/melt" — is a theophany verb for materials liquefying under extreme heat (cf. Mic. 1:4), intensifying the visceral terror of YHWH's approach. "Tēbēl" (תֵּבֵל) is specifically the inhabited world — people and creatures — distinct from "erets" (physical land), broadening the scope of the divine appearance to encompass all of humanity, not merely one nation.
