"Lo yekaveh le'ish ve-lo yeyachel livnei adam" (לֹא-יְקַוֶּה לְאִישׁ וְלֹא יְיַחֵל לִבְנֵי אָדָם): both verbs — kavah (to wait/hope) and yachal (to wait/expect) — stress that dew and rain descend by pure divine initiative, with neither human mediation nor human merit. This images the remnant as channels of sovereign, unearned blessing among the nations — a motif threading through the prophets toward the new covenant mission of the people of God.
