הוֹי (hoy) is a funeral-dirge cry — the prophet laments over the living as if they are already dead. The phrase לְאֵל יָדָם uses אֵל in its older sense of "power/might" rather than as a divine name, meaning their resources are sufficient to execute their schemes; both versions render it as "power in their hands" to avoid falsely importing a reference to God.
