epangelian tou patros mou ('the promise of My Father') refers to the Holy Spirit, as Acts 1:4–5 and the Pentecost narrative make explicit; the language of promise ties the Spirit to the prophetic promises of the Hebrew Scriptures, especially Joel 2:28–32, quoted by Kefa/Peter at Pentecost. endysēsthe ('clothed with') is a garment metaphor — the power from on high will be worn like clothing, shaping the outer life and empowering witness; ex hypsous ('from on high') places the source of this power unambiguously in the divine realm above.
