In the ancient Near East and across the Hebrew Bible, barrenness was among the deepest of sorrows and social shames (cf. Hannah, Rachel, Sarah). To call the barren blessed is a devastating eschatological inversion of the covenant-blessings formula. The coming judgment on Yerushalayim/Jerusalem (fulfilled in 70 CE under Titus) would be so terrible that the very gift of children would become a source of unbearable anguish, reversing the deepest blessing into a curse.
