הוֹצֵא אֶל-מִחוּץ לַמַּחֲנֶה (hotze el-michutz la-machaneh) = "bring out to outside the camp" — expulsion from the sacred community precedes execution; the camp is YHWH's dwelling place and must not be defiled (cf. Num 5:1–4; Heb 13:11–12). וְסָמְכוּ אֶת-יְדֵיהֶם עַל-רֹאשׁוֹ (vesamkhu et-yedehem al-rosho) = "lay/lean their hands on his head" — the identical gesture of a worshipper laying hands on a sacrificial animal (Lev 1:4), transferring identification or guilt; here the witnesses transfer the pollution of what they heard back onto the condemned, formally exonerating themselves.
