אָכוֹל תֹּאכְלוּ (akhol tokhelú) — the infinitive absolute + finite verb construction is emphatic: "you must absolutely/certainly eat it." The priestly rule invoked here is precise: when a purification offering's blood was carried inside the inner sanctuary (as on Yom Kippur), the flesh was burned outside the camp; when the blood was not brought inside — as with standard communal offerings — the flesh must be eaten by the priests in the holy place. Moses is citing technical priestly law: the manner of blood disposal determines the manner of flesh disposal.
