שַׁעַר (sha'ar, 'gate') was the civic and judicial hub of Israelite city life — where elders sat to adjudicate disputes, conduct commerce, and exercise communal leadership (cf. Ruth 4:1–2; Prov 31:23). Its emptiness signals the collapse of the entire social and legal fabric. שָׁבָתוּ (shavatu, 'have ceased') shares its root with שַׁבָּת (Shabbat) — a total, Sabbath-like stopping, here not of holy rest but of life itself.
