Tannin is a fluid Hebrew word that can denote sea dragons or serpents (Genesis 1:21; Isaiah 27:1), or in the related form tan, desert jackals. Context — a nursing, mammalian creature contrasted with the ostrich — strongly favours "jackals." The ostrich (ya'anah) was proverbially negligent of its offspring (Job 39:13–16, where she is said to abandon her eggs as if they were not hers). The devastating logic is this: wild animals instinctively nurture their young, but the siege has driven Zion's mothers below the level of beasts — a slide the next three verses track with increasing horror.
