לְרֹאשׁ = "to the head/chief position" — a precise reversal of Deut 28:13, where YHWH promised Yisra'el would be "the head and not the tail"; the covenant blessing has become the covenant curse. הוֹגָהּ (from יָגָה) = to afflict/cause grief — YHWH is explicitly named as the agent of suffering, which is the theological nerve of the whole book: the catastrophe is not random defeat but covenantal discipline. עוֹלָלֶיהָ = her little ones/infants — their captivity is the sharpest pathos.
