This refrain — appearing here and at 21:25 as bookends to the Judges appendix — functions as the narrator's theological verdict on the entire era. The implicit contrast is with Deuteronomy's standard: what is "right in the eyes of YHWH" (*yashar b'einei YHWH*). Deuteronomy 12:8 explicitly warns against "every man doing what is right in his own eyes" in the specific context of illicit worship — making this echo precise and damning. The absence of a king is not merely political but covenantal: there is no authoritative interpreter of Torah, no enforcer of the covenant order. Whether the statement is a lament for monarchy or a lament for the rejection of YHWH as king remains deliberately open — the narrative that follows implicates both. FOG preserves the blunt, lapidary cadence of the Hebrew; FOG Message draws out its moral resonance.
