The three Transjordanian cities likewise mirror the north-to-south axis across the eastern territories. These had already been designated by Moses in Deuteronomy 4:41–43, and their formal re-appointment here under Joshua confirms the continuity of covenant administration across the leadership transition. Their inclusion affirms that the refuge system applies equally to the tribes beyond the Yarden, reinforcing the unity of all twelve tribes under YHWH's law. 'Plateau' renders *ha-mishor* (הַמִּישׁוֹר), the flat tableland characteristic of the region east of the Dead Sea — a geographically precise designation.
