The chapter closes with a precise literary and theological envelope. In v.5 YHWH pledged His presence; in v.9 He commanded *chazaq ve'ematz*. Now the people echo that same phrase back to Joshua unprompted — not as a command but as a blessing and a covenant ratification. The human community mirrors and completes the divine commission. This creates a concentric structure: YHWH commissions Joshua (vv.1–9), Joshua commands the people (vv.10–11) and the Transjordanian tribes (vv.12–15), and the tribes commission Joshua in return (vv.16–18). The chapter ends where it began — with *chazaq ve'ematz* — but now the words are held jointly by God and Israel, suggesting that the courage required for the task is itself a gift that travels between heaven and community.
