וּבְעַד הַשֶּׁלַח יִפֹּלוּן וְלֹא יִבָּצֵעוּ: Lit. 'they fall through/upon the weapon and are not cut off.' The meaning is likely that even when the defenders throw weapons or the locusts fall upon swords, they suffer no breach in their advance. Yibbatse'u (from batza') means to be cut off or wounded. The image underscores the supernatural, unstoppable nature of the army.
