The verb pair *יִזְעָקוּ* (yiz'aqu) and *יְשַׁוְּעוּ* (yeshawwe'u) are near-synonyms for crying out in anguish—the doubling creates urgency and emotional intensity. Crucially, Elihu specifies they cry *from* the arm of the mighty (*זְרוֹעַ רַבִּים*)—meaning they appeal to other powerful humans for deliverance, not to God. This sets up the indictment of v.10–12: the absence of divine response is not God's failure but humanity's misdirected appeal. FOG preserves the physical image of 'arm'; FOG Message expands it to 'beneath the arm' to capture the posture of being crushed under human power.
