The Hebrew חֹק (*choq*) means a carved decree, a legislated statute — the same word used in Prov. 8:27 where Wisdom watches YHWH inscribe the horizon on the face of the deep. This is not merely geography but cosmic law: YHWH has legislated the limits of light and dark. The 'circle on the face of the waters' is the horizon itself — the dome's edge where sky meets sea. FOG renders *choq* as 'inscribed a boundary' to emphasise its decree-nature; FOG Message uses 'drew a circle' to foreground the visual and its echo in Proverbs 8.
