The image *eglah dasha* ("threshing heifer") is specific and earthy: a cow allowed to eat freely as she treads grain across the threshing floor (cf. Deut. 25:4). Babylon enjoyed her destructive work — she was well-fed and unrestrained while crushing Israel. The comparison to whinnying *abbirim* (mighty ones/stallions) adds a note of unchecked appetite and sexual energy to the portrait of imperial power. The verse is structurally incomplete, running directly into v. 12's consequence — the rhetorical suspension amplifies the shock of the turning point.
