Its mention underscores the permanence and material authority of the prophetic word—precisely what the king will attempt to destroy with fire in v. 23. The scroll's physical substance (ink, writing surface, flame) becomes the stage for a confrontation between two authorities: the spoken word of YHWH and the wielded knife of the king.
