This is not a declaration of radical individualism erasing all corporate solidarity, but a promise that the new covenant will establish direct accountability before YHWH for every member of the community. In the new covenant era, no one is simply a victim of inherited guilt with no access to YHWH personally. This anticipates the new covenant's promise in v.34 that everyone — from least to greatest — shall know YHWH directly. FOG preserves the legal-retributive framing; FOG Message makes the personal accountability language crisp and direct.
