This verse flows directly into Isaiah 64:1 in the Hebrew, forming the hinge of the entire lament-prayer. The community describes itself as indistinguishable from pagan nations who never bore YHWH's name — the ultimate covenant shame. The phrase 'Your name called over them' (niqra shimkha aleyhem, נִקְרָא שִׁמְךָ עֲלֵיהֶם) is the standard Hebrew idiom for covenant ownership and identity (cf. Amos 9:12; Acts 15:17; James 2:7). FOG uses 'ruled' for the political dimension of divine sovereignty; FOG Message uses 'reigned' and adds 'like the nations' to sharpen the contrast of covenant shame.
