*Merahem* ("have compassion") and *rehem* ("womb") share the same root — the womb-love of v. 10 now becomes the very standard against which divine commitment is measured. The rhetorical move is breathtaking: God does not say His love surpasses a mother's — He says that even *that* love could fail, but His cannot. *Anokhi* (the emphatic first-person pronoun used at Sinai — "I am YHWH your God") is pressed here with full covenantal weight: "I — I will not forget you." FOG retains the grammatical emphasis of the doubled "I"; FOG Message builds through layered rhetorical questions before landing the promise.
