The cascade of similes draws on ancient Near Eastern royal ideology where the king as protector and 'shade' is a well-attested topos (cf. Lam. 4:20; Ps. 121:5). *Tzel sela* (shade of a cliff/rock) in *eretz ayefah* (exhausted/weary land) is viscerally concrete in the Palestinian climate—shade is not comfort but survival. The fourfold shelter imagery (wind-refuge, storm-cover, desert-stream, rock-shadow) builds a picture of life-restoring protection that reaches forward to the Servant who bears the storm for others (Isa. 53:4-5). FOG preserves the physical rawness ('exhausted land'); FOG Message heightens the sensory relief ('worn out with thirst,' 'deep shadow').
