The שִׂמְלָה (simlāh) was the most basic outer garment — often a family's only sleeping blanket (cf. Exodus 22:26); that merely owning one qualifies a man for leadership measures the catastrophic depth of the social collapse. הַמַּכְשֵׁלָה ('this stumbling-ruin') is a verbal noun from כָּשַׁל ('to stumble'), the same root used of Judah's fall in verse 8 — a deliberate verbal echo linking the leadership vacuum to the national collapse.
