מְּנוּחָה (*menuchah*, resting place) and מַרְגֵּעָה (*marg'eah*, repose/refreshing) are covenant-rest terms resonating with the land promises and Sabbath theology. The refusal to 'hear' (*shemo'a*) echoes the Shema (שְׁמַע) — the foundational call of Deuteronomy 6:4. Because Israel mocked prophetic repetition and refused divine rest, the 'speech' that will now come to them is the foreign tongue of invaders (v. 11). FOG renders *menuchah* as 'resting place' to preserve its covenantal weight as a place, not merely a state; FOG Message adds 'refreshing' to capture the life-giving quality of *marg'eah*.
