Verses 9–11 catalogue Jerusalem's impressive crisis-management: structural surveys, water engineering, demolition and fortification. Each action is technically competent and historically attested (Hezekiah's famous tunnel, 2 Kings 20:20). The indictment falls in the final clause: *ve-lo hibbattem el osehah, ve-yotzrehah merachok lo re'item* — "you did not look to its Maker, nor did you see its Shaper from afar." *Yotzer* (יוֹצֵר) is the potter who shapes clay — used repeatedly of YHWH's sovereign fashioning of Israel (Isa 29:16; 45:9; Jer 18). Every human solution is attempted except the one that matters. FOG Message amplifies the relational failure by repeating "never" for rhetorical weight.
