YHWH's posture here is deliberately counter-intuitive: while nations mobilise and messengers race, He is perfectly still — not passive, but sovereignly poised. בִּמְכוֹנִי (*bimkhoni*, "in My fixed/established place") is temple language; the same root appears in Exodus 15:17 and 1 Kings 8:13, grounding divine watchfulness in the cosmic throne-room. The two similes — clear shimmering heat and silent dew-cloud — both describe quiet, pervasive presence rather than dramatic intervention: phenomena that transform without noise. This stillness makes the sudden pruning of verse 5 all the more startling. FOG emphasises the fixed cosmic vantage point; FOG Message draws out the emotional contrast between human urgency and divine serenity.
