The word *nidachim* (נִדָּחִים, 'the scattered/outcasts') is the same term used throughout Isaiah for Israel's own exiled remnant (cf. 11:12; 27:13) — those whom YHWH Himself will one day regather. Moab now stands in Israel's role, pleading for the hospitality once longed for by God's own people. *Shod* (שׁוֹד, destruction) and *merrotzetz* (מְרוֹצֵץ, the trampler/crusher) are visceral, physical words — empire experienced as a boot on the neck. The verse ends mid-thought, held open by the dash: the promised vindication of hospitality depends on the messianic ruler who appears in verse 5.
