The verb *nadad* (נָדֵד) captures erratic, desperate movement — fluttering, wandering, fleeing with nowhere to land. *Benot Moav* ('daughters of Moab') operates on two levels typical of Hebrew poetry: literal women refugees and the outlying towns of the nation personified as feminine dependants. The fords of the Arnon were Moab's northern border — to be found there meant to be on the very edge, with the wilderness behind and nowhere left to run. FOG foregrounds the simile's visual starkness; FOG Message draws out the emotional helplessness.
