The Hebrew shifts from YHWH's first-person voice in v.1 to a third-person plural verb — qārə'û lāhem ('they called them') — most naturally read as the prophets calling Israel rather than YHWH continuing His own speech. The F.O.G. uses a passive construction ('were called') to preserve this grammatical ambiguity; the F.O.G. Message continues YHWH's voice (following the LXX-influenced tradition) to sustain the chapter's pathos of a God whose repeated calls are met with retreat.
