ἄμεμπτος (amemptos, "faultless/blameless") is the same word used for moral blamelessness in personal character elsewhere in the NT. The author implies the first covenant was not ἄμεμπτος — yet in the very next verse, the fault is assigned explicitly to the people ("finding fault with them"). This deliberate tension is the author's point: the first covenant was not sinful, but it was insufficient — not because the Torah was evil, but because it lacked the power to transform the inner person, which the new covenant promises in v. 10.
