The four trees — vine, fig, pomegranate, olive — are Israel's canonical covenant-abundance trees (Deut 8:8; Joel 1:12) and a stock symbol of shalom and fruitfulness (Mic 4:4; Zech 3:10). Their barrenness has been the covenant curse made visible in the land. The question 'is the seed still in the storehouse?' implies it is late in the agricultural year — all growing cycles have already failed. Against this backdrop, the terse avarech — 'I will bless' — falls with the force of a divine fiat. No condition is attached; the blessing is sovereign, unilateral, and effective from this precise moment.
