נִבְהֲלוּ (nivhalu) is a strong term meaning to be struck with sudden terror or dismay—not mere surprise, but a profound shaking of composure. The same root describes the panic of kings before divine judgment (Ps. 48:5) and the alarm of armies before God's intervention. Their inability to answer is not awkward silence but a paralysis born of overwhelming guilt and fear. The F.O.G. renders the visceral physical reality ("seized with terror"); the F.O.G. Message reaches for the same force idiomatically ("shaken to the core").
