"Over all the face of the earth" (עַל פְּנֵי כָל הָאָרֶץ) echoes the language of the Flood narrative (Gen 7:3). The scale of crisis deliberately recalls the scale of the primeval catastrophe—and Yosef, like Noah, becomes YHWH's instrument of preservation when devastation sweeps the known world.
